libchm-bin software package provides library for dealing with Microsoft CHM files (test programs), you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libchm-bin
libchm-bin is installed in your system.
Make ensure the libchm-bin package were installed using the commands given below,
$ sudo dpkg-query -l | grep libchm-bin *
You will get with libchm-bin package name, version, architecture and description in a table
